Project Summary
Arizona State University is building a shared-enrollment and delivery model to expand access to affordable bachelor’s degrees. The model will be piloted through ASU Local, which delivers a hybrid learning experience that blends online programs with high-touch support at a local site.
The project aims to create a coordinated structure between ASU and selected California community colleges, with both institutions jointly supporting students from their entry into higher education and together producing outcomes—most significantly, a student’s attainment of a bachelor’s degree.
This project will create shared infrastructure that can scale sustainably and cost-effectively. This might include joint enrollment pathways, integrated support structures, or other collaborative configurations. The model draws from ASU Local’s existing implementation in California and expands it to colleges seeking a replicable, structured pathway for students who cannot relocate or simply want to stay in their communities.

Project Goals
- Phase 1: Prototype Design (Nov 2025 – May 2026)
ASU, in collaboration with community college partners and expert consultants, will design the shared-enrollment model and refine advising, belonging, and student support services within ASU Local to prepare them for scale. By the end of this phase, the model will be at least 95 percent standardized, with clear definitions of core components, assigned roles for each partner, and limited flexibility for local variation. This structure ensures the model remains both scalable and adaptable. Phase 2:Prototype Testing & Refinement (
June 2026 – Jan 2027)
The prototype will be tested at selected community college sites with approximately 100 students. This pass will stress-test the design under real-world conditions, allowing ASU and partners to refine financial aid, advising, and belonging elements based on student, staff, and institutional feedback.Close-Out: Jan 2027
